NYC offers affordable waterfront housing. Here’s how to apply.

STATEN ISLAND, NY — Lottery applications are currently being accepted for hundreds of affordable housing units in four different Staten Island apartment buildings, according to NYC Housing Connect — and several of the units are described as “water view” apartments.

“Offers vibrant, modern amenities and 23 newly constructed, beautiful, rent-controlled apartments,” says Housing Connect’s description of Water’s Edge, a complex at 5 Stuyvesant Place in St. George.

The units in the building, which is expected to be tax-exempt through the New York City Department of Housing Preservation and Development’s 421a tax incentive program, will be available to individuals with annual household incomes between $82,115 and $218,010. Construction is ongoing; a completion date has not yet been announced.

“HPD remains committed to creating more affordable housing throughout New York City and strongly encourages people to apply for this exciting opportunity on Staten Island,” said NYC Housing Preservation and Development (HPD) Deputy Press Secretary Natasha Kersey.

Amenities at Water’s Edge include in-unit laundry, a gym, recreation room, rooftop deck, and dog run. Additional incentives include a free month for early occupancy – applicable to one- or two-year leases. Tenants are responsible for household electricity usage, including electric stove, heat, and hot water.

And Water’s Edge is just one part of New York City’s affordable housing initiative.

“The New York City Department of Housing Preservation and Development (HPD) and the Housing Development Corporation (HDC) are creating affordable housing options for many income levels and household sizes,” says Housing Connect’s website. “The buildings are privately owned. HPD and HDC have a monitoring and oversight role. There are rental and homeownership options. Rents are regulated so rent cannot increase too much over time. Condominiums, co-ops, and one- to four-family homes have capped prices.”

Another affordable “waterfront” housing option on Staten Island is the Harborview Senior Apartments at 80 Scarboro Ave.

“Located in the historic Stapleton/Rosebank neighborhood of Staten Island, 80 Scarboro offers the majority of its affordable housing units to seniors ages 62 and older,” says Housing Connect’s website. “The building is perfectly situated on a waterfront cul-de-sac with scenic views of New York Harbor. It is also just minutes from Alice Austen Park.”

There are 31 units available, each with an open floor plan, large bedrooms and modern kitchens, the website details. Amenities include air conditioning, bike storage, a virtual doorman, an elevator, high-speed internet and high-end kitchen appliances. Eligible income for the apartments ranges from $56,538 to $218,010.
